There was a vote to form the Rugby Football Union with Old Rugbeian Algernon Rutter of Richmond FC as the first President.<\/p><p>The joining fee and annual subscription was set at 5 Shillings, The 21 founding clubs were... Addison, Belsize Park, Blackheath, Civil Service, Clapham Rovers, Flamingoes (sic), Gipsies, Guy's Hospital, Harlequins, King's College, Lausanne, Law, Marlborough Nomads, Mohicans, Queen's House, Ravenscourt Park, Richmond, St Paul's School, Wellington College, West Kent and Wimbledon Hornets.<\/p><p>London Club (at the time) Wasps were not represented because its representative went to the wrong venue. The story goes he went to a pub of the same name but by the time he realised he was too drunk to correct his mistake.<\/p><p>A committee was formed to formulate the game. a task given to Rutter, Holmes and L J Maton, all Old Rugbeians and Lawyers, which is why the game has laws and not rules,<\/p><p>The first set of laws outlawed the practice of hacking and tripping.
